That's not true. The Israeli Air Force has converted B707's for aerial refueling capabilities.

I think you nailed it MplsSteve. I heard an Israeli general complaining as to how they hadn't been able to get enough bunker busters. Somehow I'm thinking that had something to do with congress, but I could be wrong. You're theory is most likely spot on.
