Even the cheapest cell phones on the market have passcode protection on them. Somehow I doubt the school is going to spend the money to have these phones sent off to have the passcodes cracked. So, their argument that this is to catch drug dealers is baseless.

Educrats hate to be defeated by such primitive technology. Their only course of action at that point would be to force the student to reveal the code under threat of explusion or the like.
