Newspapers reported that the partial recount of contested ballot papers suggested that votes were being allocated to both blocs this is the florida (and chicago) trick jamming a spike through a stack of ballots for your candidate which yields some new votes and many double votes.

In fairness to Florida there weren't "one million" problematic ballots.
Italy has a massive vote fraud problem. Chicago is peanuts in comparison.
