Newspapers reported that the partial recount of contested ballot papers suggested that votes were being allocated to both blocs

this is the florida (and chicago) trick jamming a spike through a stack of ballots for your candidate which yields some new votes and many double votes.

Who rules is who determines which ballots are "spoiled."

In fairness to Florida there weren't "one million" problematic ballots.

Italy has a massive vote fraud problem. Chicago is peanuts in comparison.

...when victory was handed to President Bush after a recount battle in Florida.

No matter how many years pass, the MSM will never concede that Bush won the election. Even after many recounts!
