Hayes has been lobbying for this for awhile now. I am (pleasantly) suprised that it happened as fast as it did. I suspect a "redrocket" came down from the highest levels to get off the pot. I imagine Powerline, The Fourth Rail, Austin Bay, Belmont Club, will be all over this.
