Iran. And it hasn't been unnoticed by almost all Iraqis that Iran is financing the bombings and screwing up their country. There will be problems between them. If the UAE reacts to what congress did it will be in their favor. It will allow Iran to control the Strait of Hormuz by blackmail of all the states nearby. That is the second reason Russia is with us on the nuclear situation. Bush made a slam-dunk with India that changed the thinking in that area. It's called flanking.
