YES, Sheehan was "arrested," not just "detained" as they corrected Shep earlier, before the SOTU. *sheesh*
She was arrested and processed while the POTU was speaking, then back out on the street again, so she very well could've been in the gallery, after all--though FOX didn't say.
They wouldn't let her back in there after that.
