I suspect they know where they went and they are waiting, gathering intelligence, making connections, before moving in (probably to Syria). They don't want to tip their hand. Just a guess, though.
With the boxcar size licence plate reading satellites we have, we most likely know exactly who has what, and where it is. As long as it remains there, concealed and not deployed, it is safe, until such times as it can be tranferred to new ownership. To convince the world that we really are nice guys as we bust up the neighborhood is somewhat problematic.
