Neither. Keep in mind that a second cousin would be the child of your first cousin. In other words, you and your second cousin have common great-grandparents.
In most places in the U.S. and from what I know from my PoliSci classes and my rather limited genealogical experience, second cousin and closer is generally considered in American politics, society, culture, and law to be too close to kin for marriage and sex, therefore, any sexual contact is considered to be incestuous in nature. NOTE: I am also not a lawyer or a geneaologist.
As for Adams Co. I can't validate that tidbit, though I do know a few people from college who've lived there.
Correction, that would be the child of your parent's first cousin.
