If even half the stories and rumors about Carter pestering intelligence agents and military folks every now and then about UFO's are true, its no wonder he was thought to be an ass by everyone.
One story goes with George H.W. Bush getting annoyed and BSing him on something.
I think Carter actually replaced Bush after that, but its no secret that Carter used to ask guys stupid questions, and its known that most of them just blew him off, or worse, thought he was joking.
