Bugmenot is still there, but perhaps they forgot to renew their domain name.
The reason why some people see it while others do not, is something called DNS caching. DNS is what maps the domain name (eg bugmenot.com) to an actual IP address (eg 208.48.143.41). Most ISPs cache most frequently used domain names, so they don't have to continually bang up against the root domain name servers

I've used it with moderate success. Seems like some of the names got culled by the sites and were no longer usable.
So I created my own false identity for sites where I may only go on a very infrequent basis. I have it registered with an online site. I never go there except to delete all the spam because no one who has any real reason to write me knows about the false site. Works every time.
