At a 2 p.m. news conference, Norman Police Department spokesman J.D. Younger said an off-duty, plainclothes officer overheard a conversation Joel Henry Hinrichs III had with the proprietor of a Norman feed store last Thursday at 4 p.m. The conversation centered on a purchase of ammonium nitrate fertilizer.
"I think it's important to note that it's not a criminal activity to purchase ammonium nitrate fertilizer," Younger said.
However, he noted that the context of Hinrichs' conversation with a manager of Ellison Feed & Seed was suspicious. Younger indicated that the off-duty officer reported that Hinrichs asked about different types of fertilizer and the concentration of ammonium nitrate in each."

RAMALLAH, West Bank - The number of Palestinians slain in vigilante killings and other internal violence has nearly quadrupled in four years, from 43 in 2002 to 151 so far in 2005, according to statistics presented Thursday.
Top security official said more Palestinians were killed in internal violence this year than by Israeli troops.
The descent into lawlessness is hurting Palestinian leader Mahmoud Abbas politically at a time when he is trying to beat back a tough challenge by Islamic militant rivals. This week, a Palestinian parliament frustrated with armed gangs and corrupt police officers ordered Abbas to disband his Cabinet and make crime-fighting his top priority.

WASHINGTON - The United States has obtained a letter from Osama bin Laden's deputy to the leader of Iraq's insurgency that outlines a long-term strategic vision for a global jihad, with the next phase of the war to be taken into Egypt, Syria and Lebanon, according to U.S. officials.

The administration official said the 13-page document is dated in early July and provides a "comprehensive look at al-Qaida's strategy in Iraq and beyond" with "chilling clarity."

The letter of instructions and requests outlines a four-stage plan, according to officials: First, expel American forces from Iraq. Second, establish a caliphate over as much of Iraq as possible. Third, extend the jihad to neighboring countries, with specific reference to Egypt and the Levant a term that describes Syria and Lebanon. And finally, war against Israel.

September Weapons Haul in Baghdad Largest Since May

WASHINGTON, Oct. 6, 2005 Iraqi and coalition troops operating in and around Baghdad seized 31 weapons caches in September, constituting the largest monthly haul of ordnance in that area since May, when 54 caches were uncovered, military officials reported.
Coalition forces patrolling Baghdad's Radwiniyah district on Sept. 28 were approached by an Iraqi citizen who told the soldiers about a large weapons cache. The soldiers found 175 sticks of dynamite, 109 grenades, 149 rockets, mortar and artillery rounds, two rocket launchers, 46 anti-personnel mines and 20 pounds of TNT.
U.S. soldiers acting on a tip from another Iraqi citizen seized a weapons cache hidden in western Baghdad on Sept. 25. The soldiers, from Company B, 1st Battalion, 11th Armored Cavalry Regiment, collected 85 mortar rounds, 14 rockets, two artillery rounds, and three mortar tubes.
The cache also contained eight rocket-propelled-grenade launchers with 144 RPGs and 30 RPG chargers, three anti-tank weapons, 20 hand grenades, bomb-making materials, two machine guns, two assault rifles, and 75 pounds of ammunition.
Another Iraqi tipster helped Iraqi army soldiers seize two terror suspects and an anti-Iraqi forces weapons cache during a Sept. 24 operation in Baghdad. That weapons cache contained 84 mortar rounds and one mortar tube, five rockets, three RPG launchers with 18 RPGs, and a bag of small-arms ammunition.
Iraqi police and U.S. soldiers patrolling the Mansour district of central Baghdad on Sept. 21 found a cache of weapons after coming under fire from terrorists hiding in a building. The Iraqis stormed the building and found 35 mortar rounds and rockets, one mortar tube, 27 rocket-propelled grenades, three roadside bombs, and five cell phones. Iraqi forces killed five terrorists during the firefight.
On Sept. 17, U.S. soldiers from 2nd Battalion, 130th Infantry Regiment, 48th Brigade Combat Team, patrolling in the Radwiniyah area of western Baghdad found one of the largest caches of the month after local citizens told them about a field of buried weapons.
The unit uncovered the cache, then expanded the search and found two more stockpiles of weapons and ammunition in the same area. The two caches contained 63 RPG rounds, 23 RPG motors, 904 RPG fuses and primers, 33 rockets, 35 mortar rounds, two mortar firing tubes, 80 mortar fuses, and five crates of TNT. One terror suspect was captured at the site and taken into custody for questioning.

This Public Announcement provides security information about the Tanzanian island of Zanzibar and alerts Americans to the potential for disruptive demonstrations leading up to and following the October 30 Tanzanian elections. This Public Announcement expires on November 30, 2005.
Americans are advised to review carefully any plans to visit Zanzibar during late October and early November 2005. Tanzania will hold a general election on October 30, 2005. Previous elections generally have been peaceful on the Tanzanian mainland. But on Zanzibar (both Unguja and Pemba), violent demonstrations followed the 2000 elections and many people were killed. The demonstrations were not directed at tourists and no foreign visitors were hurt.
Tensions are already rising on Zanzibar during the run up to the October 2005 elections. Opposition party leaders have threatened to stage massive demonstrations if their conditions for a free and fair election are not met. The opposition is calling for peaceful demonstrations, but demonstrations can turn violent with little or no warning. If these demonstrations do occur, they are not expected to target foreign tourists. However, they could disrupt normal transportation and communication systems.
American citizens traveling to Zanzibar during this period are advised to maintain a high level of security vigilance at all times and to avoid political rallies and related public gatherings. Travelers are also advised to monitor the State Departments website http://travel.state.gov for updated information.
Americans living or traveling in Tanzania are encouraged to register with the U.S. Embassy through the State Department's travel registration web site https://travelregistration.state.gov, and to obtain updated information on travel and security within Tanzania. This really makes me disgusted...fours years out from 9/11 and we still have this major disconnect....it is absolutely unacceptable and affects our safety and welfare. I would think that if there was a disagreement, the unsure party would just keep quiet and not announce their opinion. I would rather that NYC err on the safe side. Seem like someone is playing politics with our safety.
