I read the complete sentence as did metesky and others. It is an AND statement.
To state what you are NOW trying to say you MEANT to say, you SHOULD have written:
"I don;t [sic] like smokers who throw their cigarettes on the road while driving."
Your home page states you have a Ph.D from IIT. This should be logical to you.

Hi, English is not my mother tongue. I was educated in Urdu and Hindi. I started studying in English only after I came to my Bachelor's programme. While the medium of instruction in the Bachelor's programme is in English, we hardly ever spoke in English!!! All daily business is conducted in Hindi/Urdu except for the class lectures by the Professor.
I only started real English after I started interacting with my American colleagues. Believe me my friends at my company tell me the same...that "your English was horrible. Now we understand your spoken english a little better." However, I think I made a great amount of progress in the last three months. I am taking ESL (English as a Spoken Language) courses here in my company. So more credit to the instructor of ESL. She does a fantastic job helping many non-English speakers at the company to improve their ESL skills!!
