After analyzing the minutes of a meeting held in Chicago between Cook County and Chicago's city officials with the board of Sequoia, that remained in charge after the take over, and that of Smartmatic [6], Ochoa noted that unknown Venezuelan investors, operating via proxy European ventures, could indeed be the controlling power behind Smartmatic. On May 26th 2005 Cook County's Election Department informed that Sequoia was the winner of the bidding process for electronic voting equipment [16].

Why go through all that cloak and dagger stuff? This IS Chicago we're talking here aint it? So why don't they just have a bunch of Hugo's people flown in for the next election? Or better still just don't have an election, report the rat one by a million votes, and save the money for a midnight basketball league.
