Given the so called "quality" of the water in Plano, it could very well be.
More likely something that was taken with the water, smoked, snorted or injected.
Or maybe she just went to Friday prayers and decided it was time for Jihad after listening to the Imam.
Being a Planoite myself, I can attest to that. Switched to bottled seven years ago and never looked back.
