Highlights for Tempe, Arizona Presidential Debate
Setting the Record Straight on Kerry's Record
Since Joining The United States Senate, John Kerry Has Been The Lead Sponsor On Five Bills And Four Resolutions That Passed.
In Response To Question Eight, John Kerry Said: "Once again, the President is misleading America. I've actually passed 56 individual bills that I've personally written. And in addition to that, they're not always under my name. There's amendments on certain bills." (Sen. John Kerry, Third Presidential Debate, Tempe, AZ, 10/13/04)
The Real Record:
Since Joining The U.S. Senate In 1985, Kerry Has Been The Lead Sponsor On:
He Said It
President George W. Bush: "I Want To Remind People Listening Tonight That A Plan Is Not A Litany Of Complaints." (President George W. Bush, Third Presidential Debate, Tempe, AZ, 10/13/04)
In Response To Question One, John Kerry Attacked The President On Port Security: "There are a host of options that this president had available to him, like making sure that in all our ports in America, containers are inspected. Only 95% of them, 95% come in today uninspected. That's not good enough. People who fly on airplanes today, the cargo hold is not x-rayed, but the baggage is. That's not good enough." (Sen. John Kerry, Third Presidential Debate, Tempe, AZ, 10/13/04)
Kerry's False Claim: 95 Percent Of Cargo Containers Are Uninspected.
Response Statement By Former U.S. Federal Maritime Commissioner And Container Security Expert Rob Quartel: "The Fact Is That Every Container That Comes Into The United States Is Today Inspected And Assessed For Risk, Before It Ever Gets On A Ship Or Plane Bound For The United States." QUARTEL: "Sen. Kerry's statement is at best ignorant, at worst, a willful political distortion of the facts. The fact is that every container that comes into the United States is today inspected and assessed for risk, before it ever gets on a ship or plane bound for the United States. Every container is first examined electronically using commercial and intelligence information, and profiled for risk. Those that fail the test are examined physically, by humans or see-through technology, again, overseas. When they arrive in the US, they pass one of 170 radiation monitors, not including those carried by every US Customs inspector."
All Containers Are Screened, 100 Percent Of High-Risk Containers Are Physically Inspected. (Testimony By Robert C. Bonner Before The House Ways And Means Committee, Trade Subcommittee, On The FY 2005 Customs Service Reauthorization, 6/17/04)
The President's 2005 Budget Increases Port Security 628 Percent Over 2001. The President has called for $1.9 billion in funding in 2005 to increase the security of our ports. That is a $224 million (13 percent) increase over 2004, and a $1.6 billion increase (628 percent) over funding levels from President Clinton's last budget. (http://www.whitehouse.gov/news/releases/2004/02/20040205-5.html)
Kerry Claim That "95 Percent Of Our Containers Coming Into This Country Are Not Inspected" Goes "Too Far." "It's true 95 percent of shipping containers are not hand searched, but that is largely because they have been cleared by port security before they reached U.S. ports. Under several new initiatives, all shipping manifests are examined before ships arrive. Officials say 100 percent of containers deemed 'high risk,' such as those coming from suspect countries or of unknown origin, are hand searched." (Mark Matthews And Laura Sullivan, "In Volley Of Facts And Figures, Not All Fly," The Baltimore Sun, 10/9/04)
Setting the Record Straight on Pell Grants
In Response To Question Four, John Kerry Said: "But you know why the Pell grants have gone up in their numbers? Because more people qualify for them because they don't have money, but they're not getting the $5100 the president promised them. They're getting less money. There are more people who qualify. That's not what we want." (Sen. John Kerry, Third Presidential Debate, Tempe, AZ, 10/13/04)
The Real Record:
The President's 2005 Budget Provides $12.9 Billion - A 47 Percent Increase Over 2001 Levels - To Help An Estimated 5.3 Million Low-Income Students Pay For Higher Education. This is one million more students since President Bush took office. The increase would fully fund the cost of maintaining the $4,050 maximum award in 2005-06. If students take challenging high school courses, they could qualify for an Enhanced Pell Grant worth up to $5,050. ("2005 Budget Summary For Higher Education" U.S. Department Of Education, 2/04, http://www.ed.gov/about/overview/budget/budget05/summary/index.html)
Setting The Record Straight On Kerry's Record On Children's Health Coverage
In Response To Question Nine John Kerry Said: "But more importantly, with respect to the question of no record, I helped write -- I did write -- I was one of the original authors of the early childhood health care and the expansion of health care that we did in the middle of the 1990s, and I'm very proud of that." (Sen. John Kerry, Third Presidential Debate, Tempe, AZ, 10/13/04)
The Real Record:
Kerry Repeatedly Exaggerates His Role on Children's Health Coverage
In June Of 1996 Campaign, Kerry Falsely Claimed He Had Introduced Legislation On Children's Health Coverage. '"I introduced yesterday in the United States Senate a bill to give 10 million kids in the United States of America health care with a voluntary subsidy program.' It was stirring campaign rhetoric, with just one problem: It wasn't true. Kerry had not introduced a bill " (Michael Grunwald, "Kerry Files Health Bill After 3-Month Delay," The Boston Globe, 10/2/96)
More Than Three Months Later, Kerry "Finally Introduced A Bill After [The Boston] Globe Inquired About It," And After Airing TV Spots Taking Credit For Plan. (Michael Grunwald, "Kerry Files Health Bill After 3-Month Delay," The Boston Globe, 10/2/96)
Kerry Filed Children's Health Bill "Just A Month Before" Close Election, After Ted Kennedy "Stepped In" And "Helped Kerry" Write It. (John Aloysius Farrell, "At The Center Of Power, Seeking The Summit," The Boston Globe, 6/21/03)
In 2004, Kerry Again Tried To Claim Credit For Children's Health Bill, But "Sources In Both Parties Say He Did Not Play A Significant Role In Passing The Final Law." KERRY: "We did child care, five million children have health insurance in this country." ABC's LINDA DOUGLASS: "Kerry did introduce an early bill but sources in both parties say he did not play a significant role in passing the final child health care law. Scholars who study the Congress say Kerry is not known for passing many laws." (ABC's "World News Tonight," 1/30/04)
Kerry Said It
In Response To Question 14 John Kerry Said: "Yet the president, who talks about No Child Left Behind, refused to fully fund the by $28 billion, that particular program." (Sen. John Kerry, Third Presidential Debate, Tempe, AZ, 10/13/04)
The Real Record:
President Bush Has Provided The Highest Education Funding Percentage Increase Since President Johnson And Increased Education Funding More In Four Years Than Bill Clinton Did In Eight Years. Elementary and Secondary education funding has increased $12.2 billion (49 percent) from $24.7 billion in 2001 to $36.9 billion in 2005. ("Not Since LBJ," Investor's Business Daily, 7/1/04; "2005 Budget Summary For Education," U.S. Department Of Education, 2/04)
"States Collectively Have $16.8 Billion In Unspent Federal Education Funds, All Of Which Has Been Available To Them For At Least A Year." (U.S. House Committee On Education And The Workforce, "New Government Data Confirms Federal Education Funding Is Increasing More Quickly Than States Can Spend It," Press Release, 6/29/2004)
Washington Post Editorial: "Funding For Education Has Increased Under The Bush Administration, And In Any Case Money Isn't The Main Obstacle To The Law's Success." (Editorial, "The Choice of Schooling," The Washington Post, 9/23/04)
Elementary And Secondary Education Funding Has Increased 130 Percent Since 2000. "Contrary to the repeated falsehoods by the teachers unions and left-wing activists, spending on primary and secondary education is soaring. In 2005, it will be up 130% not a misprint from President Clinton's last year in office." ("School Daze," Investors Business Daily, 9/23/04)
