Could someone explain what Kenneth and frequency refer to? I've seen it a number of times but don't know the story.

When Rather got mugged in the 80's, the mugger kept saying, "What's the frequency, Kenneth."
He turned out to be some schizo who thought the MSM was beaming the voices into his head. By the time they figured out who the mugger was, he was already in prison for killing a TV news worker.
Perhaps he's Rather's unimpeachable source...
