It is the policy of most of the MSM but especially Reuters, to make the PC point that one shouldn't be too judgmental toward the 3rd world. Hense, calling those who celebrate the murder of children for political purposes "terrorists" would be a judgmental Western bias (even when this is done by Russians). The word "terrorist" without quotes is only valid to leftists when connected to white power structure like the KKK or the VP. They actually believe this kind of stuff. Is there a better reason for holding the Main Stream Media in contempt? I haven't found one.

This is a Reuters report. In their stylebook, reporters are not allowed to use the term "terrorist" to describe the perpetrators of "terror".

The quotes are the reporter's insulation device -- he is attributing these words to the speaker, not himself.
