Question: since Clinton imposed taxes on SS benefits (double taxation) Mexicans who retire, live in Mexico and are collecting US SS benefits, will they be required to file a US tax return? Question #2: will the US-IRS collection thugs have jurisdiction in Mexico? Question #3: Can the US trust the Mexican gov to aid in tax collection efforts of Mexican citizens? The border is now essentially open to non US citizen travel, Mexican trucker traffic, trade (NAFTA) and soon to be open to the flow of American tax dolors going to Mexico to support retired Mexican citizens who supposedly have worked in the US. The US should just annex Mexico and be done with it.
