As I've taught my children:

However, to clarify matters for our American friends:
Aside from having a phony imposed "constitution" - which doesn't even guarantee the right to private property while granting every imaginable form of entitlement to whining special interests - virtually all members of Canada's civil service have jobs for life and are, thus, for all intents and purposes, unaccountable to the tax-paying public.

Unlike the US, where many top "mardarins" must be openly vetted prior to appointment and then serve at the pleasure of the government of the day and only for the term of its electoral mandate, other than for a very few immediate political staff members, this highly reasonable approach is largely unknown North of the border.

Along with presumably also believing in Santa and the Tooth Fairy, most Canadians accept the lie that their top public servants are "apolitical professionals" and thus somehow superior to their American counterparts whom they wrongly view as obvious obvious political hacks tainted by cronyism, nepotism etc.

In reality, they are anything but unbiased and regularly sabotage all reforms or anything else proposed by our duly elected representatives which runs even remotely contrary to their own selfish and consistently left-of-center political and social agendas.

Although I firmly believe Trudeau's Charter effectively removed any moral rationale for Canada's on-going national existance, even remedial house-keeping can't occur until the public service is thoroughly purged.
