I have no idea why Bush is doing this. It's all part of his and Karl Rove's plan to please everybody, which ends up pleasing nobody. If it weren't for our security needs I think he'd be a one-termer like his father.

Bush seems to be intent on solutions to issues that have long been on the books. Unfortunately the vast numbers of liberals and conservatives seem content to have issues and not solutions.
