"All" means all. There is no qualifyer anywhere in the Word limiting "All" to "Earth".

Gen 1:26 And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.
Anything that follows is this context. Man has dominion over the earth, not the universe. I couldn't even find a verse that said Man had dominion over all the works of His hand. Maybe it's a version difference, but where is that?

What do you know, it was Exekiel, it was described as a wheel within a wheel, and if man ever had dominion over these creatures, I don't think they know it yet. So what was it I was wrong about???
