That's not the motion or sighting described. And humans, though error-prone, DO process information when repeatedly exposed to it (like a recurring lighthouse beam), and compare it to their experiences in order to identify phenomena and decide how to react to it. Especially soldiers stationed in the area, charged with base security during the Cold War.

I guess the radar signals were the lighthouse hovering over the base, too.

There are no credible reports of radar signals from anywhere near Bentwaters at the time. Do you have any evidence of this?

Halt is looking at the lighthouse through the night-scope and he says this: "It looks like an eye winking at you. Still moving from side to side." He is seeing the rotation of the beacon. It "winks" when it points directly away. It appears to go back and forth as he sees the beacon first appear on the left (pointing north) and then "winking" out as it points away, and then he sees it to the right (with the beacon pointing south) and it appears to be "going back and forth." The evidence is overwhelming that it was the two beacons that they were looking at; one from the Orfordness Lighthouse and the other from the less often seen Shipwash Lightship. They were confused by seeing them through the trees and making a mistake as to the distance away it was.
