Ok, so if a physican has concerns that a patients fractures might be trauma related wouldn't that be all the more reason to request an xray/scan again at a later date to see how the healing occurring and that no further fractures have developed? Esp. if his patient might be cognitively impaired?

Certainly, but then again, you are assuming that we are dealing with normal, rational people with some integrity and concern for doing it right.
