But doesn't every "country" on this list receive some form of "foreign welfare" from the US?

If so, isn't it still our money?

Estonia - 55 soldiers, including mine divers and cargo handlers.

I imagine we could get at least that many FReepers to go. Wouldn't that make an interesting addition to the list: 75 or so volunteers from the Free Republic of...Free Republic.
