To answer your question, because the FBI Director is supposed to be nonpartisan. Trump will need to prove his good intentions by picking someone that the dems and the press approve of to show he is not picking a yes man in that position. Someone who can show his independence.

Comey should have been fired day one, but for whatever reason, it did not happen. Even though, the dems and press showed fake outrage over the firing, Trump handling of it left much to be desired, so now Trump is forced to play nice with the dems. That is where we are with this.
