That is why Trump and Bush lost the popular vote. Tons of voters in California, New York and Illinois and wide margins of victory for Clinton, but North Dakota and South Dakota are good wins for Trump, but not many voters. We all understand.
My feeling it that the original intent of the Electoral College was that each electoral vote represented the residents in a Congressional District, add to that the two Electoral Votes that represented the two Senators from the state (vote was for views of the state legislatures, or Governor who appointed them).

California and all other states Electoral Votes would have been prorated, rather than “Winner Take All”.
The same would have been true this election. If voters who elected a Republican House Member also voted Trump, those Electoral Votes would automatically go to Trump. The same would be true for Senators. Trump would start off with the possibility of 300 Electoral Votes, before the election. Just imagine how many would have been added, where the voters in a Democrat Congressional District, voted for Trump.
California and all states, where Republican votes are nullified by mass voting in large urban district (in some cases fraudulent), would have had the Electoral Votes prorated according to how each Congressional District voted for President. All 54 California Electoral Votes went to Hillary, but under this system approximately 14 of California’s Electoral Votes would go to Trump.
Well, it was a republican governor and republican state legislature that made it legal for a governor to allow felons to vote. So blame the republicans for being so stupid. The Va governor followed the law and approved by the court, so there is nothing anyone can do about it. Thanks, republicans, again.
That is why states have different times to vote, different ways to vote, different requirements to vote, etc.
It's called Federalism and conservatives push Federalism all the time.
An executive order does not trump the constitution and would never stand in court.

biggest problem in California state is the moter voter law. all you need to vote is your social security number and a birth certificate when you register for a driver license. any inspection of documentation is very cursory and a lot of illegals in this state end up with a drivers license and being registered to vote. by those trying to change the system as far as voter registration it is figured 20 percent of registered voters in LA county do not have the right to vote because of being illegal. Id is never checked so you can have anyone arrive and vote in your name. a lot of elderly and disabled who are in nursing homes or group homes end up having the person minding them fill out there absente ballot.
Sounds like you think you are a pretty good programmer. So why don't you post a little psuedocode to describe the general strategy for your algorithm to "AUTHENTICATE" the entire US Election? Or even just a 4 sentence summary of your proposed approach.

Some states do notify the prior state that a registered voter should be taken off their roster. When I moved to VA from CA and registered here, they notified OC to ditch me.
Mississippi requires valid ID to vote and has a large Black population. Even this “backwards” State managed to ensure voting integrity w/o disenfranchising a large minority population.....funny how the liberal, college-educated high brow, bastions can’t seem to figure out how to do it....
