Hillary has so much money she couldn’t possibly be budgeting. Ever. So the rules don’t apply to her. If she’s spending in Texas it has nothing to do with budget and tactics it’s a bout a psych out and maybe a rigged election. Bushes are in Texas and we know they don’t want her to lose.
