Probably because he lives in Alaska, Washington State, Oregon, Colorado, or Washington DC... There is an "air" of economic growth those places... And it makes you perceive things that aren't.

I live just North of Dallas/Ft Worth, where there’s more than an “air” of economic growth, but I know that most of the rest of the country is not doing well.
