Rubin, of course, doesn’t understand that the Cruz-led shutdown established a difference between the parties and placed the Republicans apart from the failed policies of Barack Obama (even though in reality, Republicans enabled that agenda).

He was responsible more than any Republican in Congress for the 2014 mid-term election gains.
