In general, there’s nothing wrong with a non-doctor heading up a program related to medical issues. (Not saying it applies to this specific appointee.) For example, most hospital administrators aren’t MDs. Two different skill sets are involved.
Best outfits are run by people who know the product. In Germany companies are headed by Engineers, not accountants. That is why German manufacturing is alive and well. They think long run. American companies think next quarter or two.
