I think he knows that if he were to do that, people would scream treason and impeachment. It does make one nervous that he has consistantly refused to give his position on it.

With probably 95% of the population completely oblivious to the fact this is even happeneing, let alone the potential consequences and inherent symbolism, who do you think is going to scream? There is a reason he hasn't come out against it...he's either for it or he's on the fence and plans on signing on anyway.
