"What the Hell Happened? "

Well, nothing right happened...poor training in felony stop procedures...poor/lack of training in firearms handling and marksmanship...irresponsibility of the LEO(s) involved and irresponsiblity of the Supervisors that approve this LEO for duty.

If it's a felony stop why approach the felony vehicle ?

There must be a felony stop procedure (?)...driver out, hands up walk backwards...lay down...hands out, palms up...passenger out...

Why approach the vehicle if you fear the occupants are armed and dangerous ?

By approaching the vehicle you give up your cover/concealment which puts you and your partner in danger.

Approaching the vehicle also raises the stress level for everyone involved making it more likely an incident might occur that could escalate...such as this one.

I believe there is no excuse for this shooting...
