Seems that is the way it tries to gain more ground. Get into an area. Get more Muslims to follow. Then try through legitimate channels to get the ruling government to adopt certain sharia laws, hoping for more later. When this fails, then it turns to violence.
Worse yet, if they succeed in creating an Islamic state, then infidels, that's US, live in perpetual subjugation.
