That's a pretty lame-looking frigate. What is it armed with? Cheeseapults? TMDS(Theatre Moose Defense System)?

The photo above is deceptive.
I would guess that this ship HMCS Vancouver must have been the boat I saw moored
in Vancouver harbor (next to the area constructed for their Worlds Fair/Expo some years
ago).

It may be no "Mighty Mo", but it looked at least well-tended to my inexpert eyes.
And looked to have enough armament to hold it's own with other boats in it's class
(well, maybe not with the USA or the U.K.).
