Circumventing Senate opposition, President Bush signs recess appointments for Otto Reich and Eugene Scalia, The Associated Press has learned.

I've been told by a reputable source that recess appointments can be made, but that the appointment is only good until the next congress gets seated. In other words, these appointments are not for a full term, but rather only until the next congressional elections.

No, while the Senate is in session, it has the right to review and approve or disaprove nominations.

However, when the Senate is not in session the President can make direct appointments.

The Senate failed to have hearings at all on those nominations, however, forfeiting its right to approve or disapprove of them, and Bush has just spanked them (specificly Dashcle) for that failure.
