Washington -- Last summer, after the CIA received credible specific warnings that Osama bin Laden was planning a major attack against U.S. targets, the agency clandestinely worked with police and security services in 20 foreign countries to arrange the arrest and interrogation of 12 al Qaeda operatives.

There seems to be a kind of PR warfare taking place between the CIA and fib. One day the fib is too blame, the next it's the CIA. I wonder if the Homeland Security Czar will coordinate the seperate PR firms. Perhaps they''ll have to share one. Problems, problems...:)

There seems to be a kind of PR warfare taking place between the CIA and fib(sic).

The bureaucratic war between CIA and FBI is legendary and one of the oldest in Washington DC.

For years they have tried to brand each other as incompetent.

The problem arises because the CIA is chartered to do overseas intelligence and counter-intelligence and the FBI is limited to domestic intelligence and counter-intelligence.

As you think about it, keeping in mind that the game is played based on gathered intelligence INFORMATION, you can see that whitholding and revealing information can be a game like chess. When did you tell them? How did you tell them? Did they lose the information? Did they fail to interpret it correctly? Did they ignore it? Did they leak it? And on and on.

Some analysts studying this problem conclude that the gamesmanship has resulted in a disservice to America many times.

The American military missed a prime opportunity to kill the Taliban leader, Mullah Mohammed Omar, seven days ago because of bureaucracy in the chain of command, The New Yorker magazine said.

The New Yorker may be wrong. According to Robert Novak, writing on October 18,

The second story, about the Predator drone, supposedly operated by the CIA, has been denied by SecDef and Chairman JCS. In reality, the Predators are operated by USAF, specificly, the 11th and 15th reconnaissance squadrons at Indian Springs Air Force Auxiliary Field in Nevada.

Rumsfeld said in his news conference that they do not know whether they got Mullah Omar or not. The robot plane fired an anti-tank missile at the vehicle he was in, but that's all they know. Or at least, all that Rumsfeld will say out loud.
