It would be easier to believe that the "gutting" of the CIA is what has caused its pitiful performance over the years, but that won't fly. Because the CIA was screwing up, getting things wrong and being regularly taken by surprise since the day it was instituted. Give them less money, a lot less, because they waste every dime they get their hands on.
