Would the military feel the same about changing patterns so often if they provided all uniforms for service men and women?
They provide initial issue at boot camp and sometimes before deployments, then it becomes the member responsibility to buy replacements using the yearly individual uniform allowance.
It all depends on who is making the money from the changes.
