Actually there are a fair amount of States that will let you change your early vote before the election. There are different deadlines to do this, depending on the State. In Wisconsin, you can change your vote up to 3 times. They were saying it on I believe it was Lou Dobbs’ show tonite.

That has to be on some type paper ballot. Otherwise if it is a machine
vote with no paper record then it is no way to prove how you voted.

I googled if a person who votes early in Pennsylvania and wants to change who they vote for, can they do this before the election has been completed?

I get absolutely no hits that say this is possible. I then tried Louisiana and again not hits.
