According to the Ignatious Catholic Study Bible, "All Israel" in Romans 11:26 refers to the 12 tribes. Meaning, that among those Jews who accept Christ will be members from all 12 tribes.
Roman 11:26 doesn't indicate whether there will be many or few Jews who, in the end, accept Christ.

You need the Holy Spirit to give you understanding of God’s Word, especially in the Book of Revelation, knowing that it is important to “rightly divide the word of truth” (2 Timothy 2:15) and “Knowing this first, that no prophecy of the scripture is of any private interpretation” (2 Pet. 1:20).
I personally am not sure “144K” is an exact amount or just the accumulation of the “fulness” (the number “12”) for God’s salvation of Israel).
