Sometimes fake prophecies that have a religious veneer are promoted. Even if the Bishop is an issue, no one needs private revelation for salvation, so any would be prophecy, inter-locution or vision must be submitted to him before being promulgated.
The phone Bayside visions are example of this.
A good bishop or a bad Bishop can be judged against actual Church Teaching and Dogmas, writings of the Church Fathers, and most of all Sacred Scripture. We do not need new apparitions, and the best ones (Fatima and Lourdes) were not promulagted without Epicopal Approval.
