The Jesuits, as I understand it, were set up to counter the Protestant Revolution. They were not set up to govern, but create chaos. Revolutionaries, by their nature, do not know how to govern.

It’s implied in their vows to God when they join the Jesuit order. It is why there has never been a Jesuit Pope before Francis.
