Fr. Martin is a Jesuit so he is not directly subject to any particular bishop, only his Jesuit superiors who are apparently in sympathy with him.
Specifically, a bishop has authority only over the goings-on within his diocese, and there are even limits to that.
Somebody has authority over Jimmy Martin, but that somebody is not Bishop Strickland. It’s probably the Superior General of the Society of Jesus, currently Arturo Sosa, a native of Venezuela.
