It’s NOT soft.
"Soft" has to do with external trappings and outward appearance.
It is useful to coerce and even recruit the low hanging fruit. After a couple of rounds of soft, it turns hard against the obstinately non-compliant. And of course, it is "hard" behind the scenes, ask the January 6 prisoners.
