The Nigerian, Chadian, etc. militaries are weak and faction-riveted. Also there are deep forests that Boko Haram hides in and finally BH are supported by many local Muslims, so can melt into the populace
Boko Haram has the job of expanding Muslim territory through ethnic cleansing of non Muslims.
The only solution is to go after the Muslim populations which harbor them.
