That is stretching the Truth to its zenith. Maybe the guy lives in Victoria then I might lean towards agreeing with him. All states are still operating under the emergency powers which does give them greater powers than normal but is mainly being used to keep borders to Victoria closed and others restricted. The Fed’s are pushing for an end date plan to get back to full normality. Inside most states there are few to no restrictions.
