I don’t believe the temple can be dedicated for use without the ashes though I may be wrong

Technically it could be built anywhere in Jerusalem....there is no specific commandment or prophecy that says that it should be built on the Dome of the rock site. Only tradition says that it should be thus built. Some Rabinnical students 18 years ago laid a symbolic corner stone next to the wailing wall creating a fuss since they too came to that same conclusion. They said “we can build it here”. Still they were young and hot heads but technically they were correct. I understand some old leading Rabbis in Israel are in charge of where they think the temple should go but that doesn’t mean that there are Torah based specifics supportive of their views. It is simply sentiment and a strong sense of tradition that governs their views. Yet the OT and the NT doesn’t support one place or another. The Bible just says that the temple would be rebuilt in Jerusalem and that terrible things would happen there.

There is nothing now that stands in the way of the latter days proceeding as prophesied....just the matter of God’s timing. No the Dome of the Rock doesn’t have to come down for the Temple to be rebuilt!
