No way to know, but perhaps he sees the effect he is having in the West and thinks he may have a shot. It may be a rough ride, but we know how it ends.
It just occurred to me that Satan must be a Liberal. He lives for today, not concerned about the consequences of his actions and the price he and others will have to pay tomorrow. He has already made a deal with the Devil (oh wait, he is the Devil /snark) and sealed his fate long ago.
