The real problem is that Italy pays terrorists off when they kidnap Italians.

The terrorists then use the money to kill locals...so many local civilians die so that this bimbo will be released.

In contrast, the US forbids payments, as does the Philippine government. True, often families pay ransom, but this is a much smaller amount than paid by Italy here.

The second problem is that it encourages terrorists to kidnap Italians...after the third Italian priest was kidnapped here in the Philippines, locals joked that the Muslim terrorists must like pizza because they like to kidnap Italians.
