If you got a safe government job, the temptation is to sit on your duff and do as little as possible until the day (usually earlier than most in the private sector) you can start collecting your pension.
Although I do get the quip about justifying your existence, usually it only happens when people are up for review or some shakeups might be on the horizon.
Personally, I think it’s negligent not to be testing your emergency notification systems.
